How this is calculated

The formula is length × average retained height × selected planning rate × access factor. The displayed low and high values are 80% and 120% of that midpoint. A minimum planning midpoint of $2,000 applies, because even the smallest wall still carries mobilisation, excavation, drainage aggregate, spoil removal and reinstatement, so a very small face area does not scale down to a few hundred dollars. Every planning rate is a supplied-and-installed rate per square metre of visible wall face, covering material, labour, standard drainage aggregate and normal excavation. The bands start at $320 per square metre for timber sleepers and $490 per square metre for boulder or gabion work with clear machine access, so the access factor lifts the rate from a market baseline rather than stacking on top of an already high number. Even the worst access allowance keeps the result inside the roughly $250 to $800 per square metre that published Australian cost guides report for residential retaining walls. Rates are still deliberately broad internal planning assumptions, not supplier prices, tender averages or a promise of market cost.
